I've heard this described as, building parallel institutions/solutions. I attended an alternative education institution for web development, opting not to do it through a traditional college. That's my only direct experience with such an entity, but I know there are more out there.
To me, that's the beauty of this approach. There is no "one true way" to opt out of the systems that seek to rule us. People who wish to be free can be very creative.
